Are UAE Free Zone Businesses Exempt From E-Invoicing?

Verdict: No. UAE mandatory e-invoicing under Ministerial Decisions No. 243 and 244 of 2025 applies to all UAE VAT-registered businesses — mainland and free zone equally. Goods supplied within or between designated zones may be out of scope or zero-rated depending on the nature of the goods and the transaction. Under UAE E-Invoicing Guidelines Version 1.1 (June 2026), invoices from free zone businesses to UAE mainland VAT-registered buyers may require a beneficiary field in the PINT AE XML that identifies the free zone entity as the beneficial supplier. This field ensures the FTA can correctly identify the supply as originating from a free zone business. In Odoo, the E-Invoice Add-On must be configured to populate this beneficiary field correctly in the PINT AE XML output for free zone to mainland B2B transactions. Export Invoices from Free Zone to Overseas Buyers

Step 1 — Set Your Free Zone Company Address Correctly in Odoo

In Odoo General Settings > Company, configure your company address using structured fields — separate street, city, and country code fields. Free zone businesses must use UAE (AE) as the country code in PINT AE XML regardless of their free zone location. Many free zone Odoo users incorrectly store the address as a single free-text line — for example “Unit 401, One JLT, DMCC, Dubai, UAE” — in a single address field. This fails PINT AE address structure validation at the ASP. The street field, city field, and country code field must be populated separately in Odoo General Settings.

Step 2 — Create Separate Fiscal Positions for Each Free Zone Transaction Type

In Odoo, fiscal positions determine which PINT AE VAT category code appears on invoice lines for each customer. Free zone businesses typically have more distinct transaction types than mainland businesses — and each requires its own fiscal position mapped to the correct PINT AE code. At minimum, create separate fiscal positions for: UAE mainland VAT-registered buyers (S — standard rated), UAE designated zone buyers (O or Z — depending on goods/services), overseas export buyers (Z — zero-rated), and intra-free-zone buyers (confirm with tax advisor). Assign each customer contact the correct fiscal position in Odoo.

Step 3 — Configure Export Invoice VAT Category Mapping

Create a dedicated fiscal position for zero-rated export invoices to overseas buyers mapped to PINT AE VAT category Z. In Odoo customer contact records, ensure that all overseas buyer contacts have their country correctly set to the buyer’s country — not AE. When Odoo generates a PINT AE XML invoice for an export, the buyer’s country code in the PINT AE XML must be the actual buyer country, not UAE. The fiscal position for export invoices must also map your VAT ledgers to the zero-rated PINT AE tax code with a 0% VAT rate and category code Z.

Step 4 — Configure the Beneficiary Field if Required

In the Odoo E-Invoice Add-On settings, configure the beneficiary field for free zone to mainland transactions if your specific transaction type requires it under Version 1.1. If your free zone business issues invoices in USD, EUR, GBP, or other foreign currencies, configure Odoo’s multi-currency settings to include AED equivalent amounts in the PINT AE XML output from the E-Invoice Add-On. In Odoo, go to Accounting > Configuration > Currencies and activate the foreign currencies you invoice in. Configure the exchange rate source — either automatic from the UAE Central Bank API or manual entry for agreed contract rates. The Odoo E-Invoice Add-On must be configured to output both the transaction currency amount and the AED equivalent on every non-AED invoice in the PINT AE XML.

Free zone pilot testing is critical. Free zone businesses have more diverse invoice types than mainland businesses — and each invoice type must be tested separately in the pilot phase (open from 1 July 2026, no financial penalties).
