⚡ Key Point for UAE Retail: UAE retail businesses have relief on B2C sales — those transactions do not need to go through the Peppol network. However, retail businesses must still comply on the purchase side. Supplier invoices will arrive as Peppol e-invoices from 2027. Consequently, every retail business still needs ASP registration and Peppol readiness.
Quick Answer
UAE retail businesses do not need to send Peppol e-invoices for B2C sales to consumers. However, they must receive Peppol e-invoices from suppliers, handle B2B sales through Peppol, and register with an ASP. Odoo with OESync handles inventory, POS, purchasing, and both sides of UAE e-invoicing for UAE retail businesses.
| B2C sales relief | ✅ Yes — no Peppol needed for consumer sales |
| B2B sales | ❌ No relief — must go through Peppol |
| Purchase side | ❌ Must receive supplier Peppol invoices |

UAE E-Invoicing Relief for Retail — What It Means and What It Does Not
The B2C Sales Relief — What It Covers
B2C sales are transactions to individual consumers — customers who walk into your store, buy online, or purchase at your POS terminal. These customers are not VAT-registered businesses. Consequently, UAE mandatory e-invoicing does not require these transactions to go through the Peppol network. Your retail POS receipts and consumer invoices continue exactly as they do today — no Peppol transmission needed.
| Transaction Type | E-Invoicing Obligation | What This Means |
|---|---|---|
| B2C sales — to consumers | ✅ RELIEF | No Peppol e-invoice needed for retail POS sales to individual consumers |
| B2B sales — to businesses | ❌ NO RELIEF | Any sale to a VAT-registered buyer must go through the Peppol network |
| Purchase invoices from suppliers | ❌ NO RELIEF | Retail businesses must receive and process Peppol e-invoices from suppliers |
| ASP registration | ❌ MANDATORY | All VAT-registered retailers must register with an ASP — even pure B2C businesses |
| Key focus for retail | 📦 PURCHASE SIDE | Primary compliance need is receiving supplier invoices + handling any B2B sales |
Where Retail Businesses Still Need Peppol Compliance
1. Purchase side — your suppliers will send you Peppol invoices. Your suppliers are VAT-registered businesses. From their mandatory go-live date, they must send their B2B invoices through Peppol. This means your purchase invoices from suppliers will arrive as Peppol e-invoices. Your accounting system — Odoo — must therefore be able to receive, validate, and process these incoming Peppol invoices. Consequently, retail businesses need ASP registration and Peppol readiness even if they never send a single outgoing Peppol invoice.
2. B2B sales — the relief is for consumers only. If your retail business sells to other VAT-registered businesses — corporate clients, wholesale buyers — those invoices must go through Peppol. Furthermore, many UAE retailers have a mix of B2C and B2B customers. The B2B invoices in that mix consequently need Peppol transmission through OESync.
3. ASP registration is mandatory regardless. All UAE VAT-registered businesses — including pure B2C retailers — must appoint an Approved Service Provider by the registration deadline. This obligation exists regardless of whether you have outgoing B2B invoices. Consequently, no UAE retailer can ignore the UAE e-invoicing framework entirely.
